Raises the threshold for "catastrophe" from damage to more than one residence to damage to 3 or more residences in the Home Repair and Remodeling Act.

Prohibits contractors from advertising or promising to pay or rebate insurance deductibles, and prevents them from accepting compensation to allow out-of-area contractors to use their business name or license.

Requires contractors performing roofing work to include their Illinois State roofing contractor license name and number on all contracts, bids, and advertisements.

Allows homeowners to cancel contracts with home repair contractors within 5 business days of receiving notice that a claim is not covered by insurance or within 30 business days of submitting proof of loss, with full refund of payments within 10 business days.

Prohibits contractors from representing homeowners in insurance claims or acting as public adjusters, filing claims on behalf of insureds, or inspecting roofs without express permission, while allowing contractors to provide estimates and discuss repair options with insurance companies.
