Establishes a special instant scratch-off lottery game beginning July 1, 2014 to benefit Illinois local charities with primary focus on youth development and annual budgets under $500,000.

Creates the Illinois Local Charities Assistance Fund in the State treasury to receive net revenue from the scratch-off game, with funds distributed by the Attorney General as grants to eligible charitable organizations.

Defines eligible charities as 501(c)(3) not-for-profit organizations organized under Illinois law, complying with the Charitable Trust Act, with youth development as primary goal and annual budgets under $500,000.

Requires the Department to not unreasonably diminish marketing efforts for other instant scratch-off lottery games while operating the charity scratch-off game.

Amends the Illinois Lottery Law to include Section 21.9 provisions and modifies fund distribution procedures to account for net revenue from the local charities scratch-off game.
