Creates the State Firefighter Essential Training Fund as a special fund in the state treasury under the State Finance Act.

Directs fund moneys to the Illinois Fire Service Institute to develop, produce, and distribute the "Basic Firefighting Essentials DVD/CD-ROM Program" at no cost to fire departments and fire protection districts in Illinois.

Establishes an income tax checkoff on individual tax forms for taxable years ending on or after December 31, 2013, allowing taxpayers to voluntarily contribute to the State Firefighter Essential Training Fund in amounts of at least $1.

Specifies that voluntary contributions reduce the taxpayer's refund or increase their payment obligation, and failure to remit payment reduces the contribution amount accordingly.

Takes effect upon becoming law.
