IL SB1546

Amends the Illinois Public Aid Code to allow the Department of Healthcare and Family Services to purchase services and materials for developing, implementing, and maintaining a data warehouse containing management and decision-making information regarding medical and related services utilization.

Removes requirements for the Department to expand the data warehouse to encompass healthcare data sources from the Department of Human Services and Department of Public Health, and eliminates the mandate for quarterly progress reports to the Commission on Government Forecasting and Accountability.

Eliminates deadlines requiring departments to prepare a joint work plan by September 1, 2009, load data sets by March 1, 2010, and submit status reports by October 1, 2009, April 1, 2010, and November 1, 2010.

Maintains ongoing requirements for the four agencies to review feasibility of adding data from additional sources and to use warehouse data to improve maternal and child health outcomes and reduce racial health disparities.

Requires all data access and use to comply with applicable federal and state laws, with data remaining subject to the same confidentiality and use restrictions as under the contributing agency's control; takes effect immediately.
