• Amends Section 2-3.64 of the School Code to make technical changes regarding State goals and student assessment standards.

• Removes redundant language about "the" in the opening phrase of subsection (a) describing when the State Board of Education shall establish assessment standards.

• Maintains existing provisions for State testing in reading, mathematics, sciences, and writing across grades 3-8, with a maximum of 38 hours total testing time in those grades beginning 2005-2006.

• Preserves requirements for the Prairie State Achievement Examination in high school grades and remediation programs for students performing 2 or more grades below current placement.

• Clarifies that academically-based tests must measure knowledge and skills and cannot assess attitudes, values, beliefs, personality, self-esteem, or self-concept.
