SB1572 Summary

• State Board of Education shall prepare a report on charter school enrollment impact on Chicago School District 299, including data on student enrollment policies, disciplinary procedures, special education and English Language Learner programs, attendance rates, graduation rates, and student transfers.

• State Board of Education shall prepare a report analyzing the impact of school closures and turnarounds on district operations, including community demographics, facility needs, enrollment projections, and identification of external contractors with disclosure of fees and relationships to school board or city council members.

• State Board of Education shall prepare an annual report due by July 31 on standardized testing impact, including educator time spent on test preparation and administration, spending on tests, test frequency by grade level and school, and financial disclosures from testing companies.

• District must provide all information requested by State Board of Education for report preparation or face civil penalties of $2,900 per day after the July 31 deadline, enforceable by the Attorney General in circuit court.

• Chicago School District 299 bears all costs associated with producing the required reports.
