Department of Children and Family Services employees and applicants must submit fingerprints for criminal history background checks through the Department of State Police and FBI databases.

Background information includes conviction records from state and federal databases, sex offender database checks, and Child Abuse and Neglect Tracking System (CANTS) checks for DCFS employees and applicants.

Defines "Department applicant" to include full-time/part-time employees, contractors, interns, volunteers, licensed individuals, and unlicensed service providers whose work may bring them into contact with Department clients or records.

Amends the Child Care Act of 1969 to extend criminal background check requirements to employees and volunteers of child care facilities and non-licensed service providers contracting with the Department.

Establishes criminal background check procedures for child care facility license applicants, with fees charged by Department of State Police deposited into the State Police Services Fund.
