Amends the Sex Offender Evaluation and Treatment Provider Act to modify licensure qualifications for sex offender evaluators, treatment providers, and associate providers, effective July 1, 2013.

Sex offender evaluators and treatment providers must hold relevant professional licenses (physician, nurse, psychologist, social worker, counselor, or marriage and family therapist) and complete 400 hours of supervised experience with sex offenders in the past 4 years, including 200 hours of face-to-face work.

Applicants must complete at least 10 sex offender evaluations under supervision in the past 4 years and 40 hours of documented training in sex offender evaluation, treatment, or management.

Until January 1, 2015, applicants listed on the Sex Offender Management Board's Approved Provider List for at least 2 years may satisfy experience and training requirements without meeting all new standards.

Modifies sex offender registration requirements under the Sex Offender Registration Act, including registration fee distribution: registering agencies retain $35 of each $100 fee, with $5 going to the Sex Offender Management Board Fund and $30 each to the Department of State Police and Attorney General for specific purposes.
