Changes Department of Public Health influenza vaccination requirement from optional ("may") to mandatory ("shall") for all licensed facilities.

Requires onsite healthcare workers and medical staff to either receive annual influenza vaccination or wear a facility-provided surgical/procedural mask covering mouth and nose during patient care areas throughout influenza season.

Obligates facilities to maintain influenza vaccination records for employees and may maintain records for non-employee affiliated healthcare workers and medical staff.

Allows facilities to require contract workers to maintain documentation of vaccination or refusal, and permits inclusion of such requirements in business contracts.

Requires each facility to develop policies ensuring onsite healthcare workers and medical staff comply with vaccination requirements, with medical staff developing separate compliance policies.
