Allows telecommunications companies to continue sending account-related text messages to customers without charge or usage deduction.

Permits recipients to revoke permission for text advertisements at any time by submitting a request with their phone number.

Establishes civil liability for violations, allowing recipients to recover actual damages or $500, whichever is greater, plus attorney fees and court costs.

Classifies violations as unlawful practices under the Consumer Fraud and Deceptive Business Practices Act, with an exemption for isolated messages sent no more than once per 12-month period.
