IL SB1637

Removes the requirement that grants to local governments for open space acquisition and park development be distributed solely on a reimbursement basis.

Requires the Department to pay a minimum of 50% of any grant to a local government at the time the grant is awarded, with the remainder distributed quarterly on a reimbursement basis.

Maintains the 50/50 matching requirement where the state provides assistance matching local government funds for open space acquisition and capital development projects.

Limits grant expenditures to no more than 10% of appropriated funds per fiscal year on any single project.

Allows grants to be made from Capital Development Fund, Build Illinois Bond Fund, or other designated funds for park, recreation, conservation areas, marinas, shorelines, and open space land acquisition including easements.
