IL SB1638

Amends the Child Care Act of 1969 by making a technical change to Section 4 concerning license requirements for child care facilities.

Changes the language in subsection (a) from "group of of persons" to "group of persons" to correct a grammatical error.

Requires child welfare agencies providing adoption services to be licensed by the Department and to be recognized as tax-exempt 501(c)(3) organizations under federal tax law.

Grants existing child welfare agencies a 24-month grace period from the effective date to obtain 501(c)(3) status, with the Department having discretion to grant up to one additional year if an application has been filed.

Allows agencies converting to 501(c)(3) status to either retain their current license or transfer it to a newly formed entity if organizational restructuring is required.
