IL SB1652

Amends Section 45-10 of the Illinois Procurement Code concerning resident bidder preferences in state contracts.

Makes a technical correction by changing "the" to "the" in the language describing when contracts are awarded to the lowest responsible bidder.

Allows resident bidders a preference equal to the preference given by the non-resident bidder's home state, and permits purchasing agencies to require Illinois labor and manufacturing when only non-resident bidders are competing.

Defines a resident bidder as any person or foreign corporation authorized to do business in Illinois with a bona fide establishment in the state on the date a bid is first advertised or announced.

Exempts contracts using federal funds from these resident preference requirements when doing so would conflict with federal law or regulations.
