SB1654 Summary

• Department of Healthcare and Family Services must establish new annual payment rates for Intermediate Care for the Developmentally Disabled (ICF/DD) facilities and Long Term Care for Under Age 22 facilities licensed under the ID/DD Community Care Act.

• Payment rates shall be prospectively established annually based on historical, financial, and statistical data from the most recent fiscal year 2012 cost reports on file, applied to the current rate year and updated for inflation.

• Capital cost element for newly constructed facilities shall be based on projected budgets rather than historical costs.

• Annually established payment rates take effect on July 1, 2013 and subsequent years.

• This bill becomes effective immediately upon passage.
