Amends Section 9A-11 of the Illinois Public Aid Code concerning child care assistance for TANF recipients and other low-income working families.

Makes a technical change to remove redundant language in subsection (a) by striking one instance of "The" to correct grammatical structure.

Maintains existing provisions for child care eligibility categories, income thresholds (185% of federal poverty level beginning fiscal year 2008), co-payment scales, and department authority to manage program costs through emergency rules.

Preserves provisions allowing the Department of Human Services to contract with other agencies, set payment rates, and provide families with options for child care certificates or enrollment with contracted providers.

Continues existing framework for child care services covering licensed centers, family child care homes, and relative care as determined by the Department through rule.
