Amends the Workers' Compensation Act to exclude from employee coverage individuals who own or lease a motor vehicle to a motor carrier and personally operate it under a written agreement specifying an independent contractor relationship.

Amends the Unemployment Insurance Act Section 212 to classify motor vehicle lessees operating under written independent contractor agreements with motor carriers as independent contractors, exempt from unemployment insurance coverage.

Applies the independent contractor exemption only when the individual owns or holds a bona fide lease on the motor vehicle and personally operates the leased equipment.

Requires a written agreement between the individual and motor carrier explicitly specifying that the arrangement constitutes an independent contractor relationship for the exemption to apply.
