Department of Central Management Services shall establish and maintain the Illinois Transparency and Accountability Portal (ITAP) website with a full-time webmaster to compile and update databases with information from all State agencies, counties, townships, and municipalities.

ITAP shall provide searchable access to databases including current State employees and consultants (excluding sworn law enforcement), State expenditures, development assistance, tax certificate revocations and suspensions, and State contracts exceeding $10,000 in value.

ITAP shall include databases for all State employees hired after the effective date of the 2010 amendatory act, sorted by name, agency, division, position title, pay rate, employment location, and other employment characteristics.

ITAP shall include searchable databases of current and newly hired county, township, and municipal employees sorted by employing unit, position title, and compensation information.

Department shall distribute data collection tools to State agencies within 6 months to gather annual workforce characteristics, compensation, and employee mobility data, with results to be published on ITAP or another open data site annually.
