IL SB1688

Amends the Public Community College Act to modify how base operating grants are distributed to community college districts.

Removes the provision that allocated a portion of base operating grants based on non-residential gross square footage of space maintained by districts.

Maintains existing funding formulas for Fiscal Year 2012 where allocations remain the same as Fiscal Year 2011, adjusted proportionately based on the actual appropriation.

Preserves equalization grant calculations based on local revenue factors, assessed valuations, student enrollment, and requires districts to maintain minimum tuition rates (85% of state average) and tax rates (95% of authorized maximum) to qualify.

Takes effect upon becoming law.
