Expands the definition of "public body" in the Open Meetings Act to include associations of units of local government, not-for-profit corporations with local government membership, and other entities composed of local government members regardless of their organizational structure.

Expands the definition of "public body" in the Freedom of Information Act with identical language to cover the same associations and entities of local government.

Makes these associations and local government entities subject to open meetings requirements and public records disclosure obligations under both Acts.

Takes effect immediately upon becoming law.
