IL SB1694

Amends the Covering ALL KIDS Health Insurance Act to establish citizenship requirements for eligibility, requiring individuals to be either U.S. citizens or fall into specified non-citizen categories.

Eligible non-citizen categories include U.S. veterans, refugees, asylees, legal permanent residents, parolees, victims of trafficking, Hmong and Highland Laotian tribe members who assisted during Vietnam era, American Indians born in Canada, and victims of domestic abuse.

Legal permanent residents and parolees who entered the United States on or after August 22, 1996 are ineligible for 5 years from their entry date.

Department of Healthcare and Family Services may adopt rules to cover prenatal care or emergency medical care for non-citizens who do not otherwise qualify.

Protects current program enrollees by exempting children already enrolled on the effective date from the new citizenship requirements, with implementation rules due by January 1, 2014.
