Secretary of Human Services must seek a waiver from the U.S. Department of Agriculture within 6 months to allow photo identification on LINK cards issued for SNAP benefits or cash assistance.

Department of Human Services must provide cost estimates to the Illinois General Assembly for three implementation options: replacing all valid LINK cards, phasing in new photo cards under current vendor contract, or implementing through new RFP after current contract expires.

Department must suggest a process to the General Assembly within 6 months that allows caregivers to use a SNAP recipient's LINK card on the recipient's behalf.

The Illinois General Assembly retains authority to determine through legislation whether to implement the federal waiver based on cost estimates and other findings from the Department.
