Requires applicants for Temporary Assistance for Needy Families (TANF) or Supplemental Nutrition Assistance Program (SNAP) benefits to pass an initial drug screening and recipients to pass random drug screenings as prescribed by the Department of Human Services.

Mandates the Department adopt rules requiring TANF and SNAP applicants to actively seek work in compliance with unemployment insurance requirements, and to allow gradual benefit reduction as earnings increase.

Increases penalties for unauthorized possession and use of Electronic Benefit Transfer (EBT) or LINK cards, elevating felony classifications from Class 4 to Class 3 for first offense and raising penalties for subsequent violations.

Requires photo identification to use an EBT or LINK card for SNAP benefits or cash, with card names matching the photo identification presented and the cardholder's name on the card face.

Prohibits TANF benefit recipients from using cash assistance to purchase lottery tickets or patronize casinos and video gaming establishments.
