SB1723 Summary

• Amends the Capital Development Board Act to require the Chairperson of the Illinois Arts Council (rather than the designing architect) to determine the location and character of artwork in public buildings constructed with State funds.

• Restructures the Fine Arts Review Committee to consist of the designing architect, the Chairperson of the Illinois Arts Council (as chair), the Director of the Illinois State Museum, and a representative of the using agency, removing the previous requirement for three local community members.

• Exempts construction projects with appropriations under $1,000,000 from the requirement to set aside 0.5% of construction costs for artwork acquisition.

• Eliminates the Public Arts Advisory Committee and transfers responsibility for final artwork selection to the Chairperson of the Illinois Arts Council.

• Amends the Illinois Procurement Code to exempt the Capital Development Board's process for retaining artists or artwork from standard procurement requirements.

• Extends the repeal date of the Design-Build Procurement Act from July 1, 2014 to July 1, 2019 and clarifies selection committee procedures for nominating public members.
