• Amends the State Finance Act to authorize transfer of $1,000,000 from the General Revenue Fund to the DCEO Projects Fund by July 1, 2013.

• Authorizes transfer of $320,000 from the General Revenue Fund to the Coal Development Fund by July 1, 2013.

• Transfers shall be made as soon as practical after the effective date of this amendatory act of the 98th General Assembly, but no later than July 1, 2013.

• Takes effect immediately upon becoming law.
