Prohibits sale, offer for sale, gift, or furnishing of alternative nicotine products (non-tobacco nicotine delivery devices) to persons under 18 years of age, either directly or through vending machines.

Requires age verification before selling alternative nicotine products by examining government-issued photo identification for persons appearing under 27, or using third-party age verification for internet and remote sales.

Defines alternative nicotine products as non-tobacco products delivering nicotine through chewing, smoking, inhaling, or other means, excluding traditional cigarettes, smokeless tobacco, and FDA-approved cessation products.

Establishes penalties for violations as petty offenses: $200 for first offense, $400 for second offense within 12 months, and $600 for third or subsequent offenses within 12 months.

Directs collected fines to be split equally between the prosecuting local government entity and the State for enforcement purposes.
