IL SB1757

Creates new definitions for Commercial Learner's Permit (CLP) and establishes CLP as a separate credential from CDL, valid for 180 days with ability to renew for additional 180 days.

Requires CLP applicants to hold valid driver's license, pass general knowledge tests, certify type of driving operations, and be accompanied by valid CDL holder during behind-the-wheel training.

Establishes that original CDL or upgraded CDL requiring skills test must be preceded by minimum 14-day CLP holding period for the applicable vehicle classification and endorsement.

Modifies application requirements for both CLP and CDL to include documentation of citizenship/lawful residency and proof of Illinois residency (or domicile proof for non-domiciled applicants from foreign countries or other states).

Updates fee structure to designate $6 from CLP and CDL fees to CDLIS/AAMVAnet Trust Fund and $20 to Motor Carrier Safety Inspection Fund, and adds new ground for CDL cancellation related to fraud in testing or issuance of CLP or CDL.
