Amends the Good Samaritan Act (745 ILCS 49/30) to expand the definition of "free medical clinic" to include programs organized by municipalities, local health departments, or local health jurisdictions under administrative rules utilizing Medical Reserve Corps members.

Extends civil liability exemption to healthcare providers who provide treatment without compensation at qualifying free medical clinics, protecting them from liability except for willful or wanton misconduct.

Adds requirement that free medical clinics must post a conspicuous notice explaining the civil liability exemption for the protection to apply.

Permits free medical clinics to accept voluntary contributions from patients able and willing to pay, but restricts use of such funds to overhead expenses only and prohibits compensation to licensed physicians.

Extends immunity from civil damages to physicians, hospitals, and other healthcare providers who treat referrals from free medical clinics without fee or compensation.
