Department of State Police must approve or deny Firearm Owner's Identification Card applications within 30 days of receipt.

Applicants may file a mandamus complaint in circuit court if the Department fails to decide within 30 days.

Prevailing applicants are entitled to recover all costs, fees, and damages plus punitive damages of $1,000 per day beginning on the 31st day the application remains undecided.

Application is considered "received" when the Department or its agent receives a completed application with the required fee.
