Allows multiple simultaneous revocations or suspensions of a driver's license, with no revocation or suspension negating or lessening the effect of any other.

Increases penalties for driving with a suspended or revoked license based on the reason for suspension/revocation, ranging from Class A misdemeanor to Class 1 or 2 felony depending on prior violations and whether suspension was for DUI, reckless homicide, or hit-and-run offenses.

Requires minimum jail sentences or community service hours for violations, with longer mandatory minimums for repeat offenses and offenses involving reckless homicide suspensions (30 days minimum for first offense involving reckless homicide, up to 180 days for fourth-ninth violations).

Mandates Secretary of State extend suspensions for same period as original suspension upon conviction of driving while suspended, and prohibit license issuance for one additional year for driving while revoked or without required ignition interlock device.

Adds aggravated DUI offense when transporting passengers for-hire, and increases penalties for DUI violations involving school buses with passengers and violations during period of license suspension/revocation.
