SB1767 Amendment Summary

• Amends the Illinois Act on the Aging to modify the Community Care Program, which provides services to prevent unnecessary institutionalization of persons age 60 and older needing long-term care or with Alzheimer's disease.

• Adds four new covered services to the program: community reintegration services, flexible senior services, medication management, and emergency home response.

• Increases homemaker service rates to $18.84 per hour effective July 1, 2014, with a minimum $1.00 per hour wage increase for direct service workers, and establishes enhanced rates for providers offering health insurance benefits to employees.

• Establishes the Community Care Program Advisory Committee with representatives from providers, advocacy groups, unions, area agencies on aging, and older adults to advise the Department on program issues and meet bi-monthly.

• Requires implementation of electronic service verification using GPS technology by January 1, 2014, quarterly reviews of Care Coordination Unit performance, and providers to submit notarized compliance statements with billing invoices.
