• Creates the Supreme Court Special Purposes Fund to receive fees collected by the Supreme Court clerk and appellate court clerks, to be used for electronic filing systems and court committees.

• Redirects all fees collected under the Clerks of Courts Act and professional corporation registration fees from the State Treasury to the Supreme Court Special Purposes Fund, effective October 1, 2013.

• Allows the Supreme Court to set fee amounts by rule for Supreme Court clerk fees, professional service corporation registrations, limited liability company registrations, and professional association registrations, while maintaining statutory fee amounts until new rules are adopted.

• Modifies the Appellate Court Act to direct clerk fees into the Supreme Court Special Purposes Fund instead of the State Treasury, with an exception for alternative dispute resolution filing fees which go to the Mandatory Arbitration Fund.

• Exempts filing fees for alternative dispute resolution programs in reviewing courts from the new fund, requiring their deposit into the Mandatory Arbitration Fund instead.
