Mandates insurers provide insureds and producers with declarations pages showing the exact policy forms purchased, a method to request free paper copies, the website address, and notice of any form or endorsement changes.

Permits electronic proof of insurance to be displayed on cellular phones or portable electronic devices, with law enforcement officers granted immunity from liability for any damage to the device.

Allows insurers to offer discounts to insureds who elect to receive notices and documents electronically in accordance with federal Electronic Signatures in Global and National Commerce Act.
