Creates a Previously Uninsured Motorist Registry to be established by the Secretary of State by July 1, 2014, containing information on persons convicted of operating uninsured vehicles or providing false insurance information.

Registry includes driver names, addresses, driver's license numbers, social security numbers, and details of each conviction for violating Sections 3-707, 3-708, or 3-710 of the Illinois Vehicle Code.

Makes the registry available to law enforcement agencies for enforcement purposes.

Persons remain on the registry for 4 years following their most recent conviction or administrative registration suspension, whichever comes later.

Secretary of State may periodically request that registry members provide proof of current liability insurance or face vehicle registration suspension.
