Amends Section 13-504 of the Public Utilities Act to make a technical change removing one instance of the word "the" in subsection (a).

Applies Article IX ratemaking provisions to noncompetitive telecommunications services for local exchange carriers with no more than 35,000 subscriber access lines, except where context renders them inapplicable.

Exempts proposed rate and tariff changes for noncompetitive local exchange services from standard ratemaking provisions if filed with 30 days notice; investigation only occurs upon complaint by an affected telecommunications carrier customer or 10% of affected subscribers.

Exempts local exchange carriers with 35,000 or fewer subscriber access lines from certain sections regarding competitive/interexchange services and specific regulatory requirements (Sections 13-514, 13-515, 13-516).

Exempts small carriers (35,000 or fewer access lines) from Articles VI and VII provisions, but allows the Commission to require information to determine if competitive service rates are just and reasonable.
