Amends the Rental Housing Support Program Act by making a technical change to Section 10 concerning program creation and fund distribution.

Clarifies that the Rental Housing Support Program is created within the Illinois Housing Development Authority, which administers the program and adopts implementation rules.

Requires the Authority to distribute appropriated funds to municipalities with populations greater than 2,000,000, with at least 10% of those funds designated for specific purposes under Section 20.

Mandates at least 10% of remaining appropriations be designated for Section 20 purposes in areas of the State not covered by large municipalities.

Allows remaining appropriations to be distributed according to Section 15 in areas outside the large municipality coverage areas.
