Amends Section 13 of the Illinois Architecture Practice Act of 1989 to change the transition deadline from January 1, 2014 to January 1, 2016 for alternative qualification requirements.

Until January 1, 2016, the Department may admit applicants with a pre-professional 4-year baccalaureate degree accepted for direct entry into a first professional master of architecture degree program, in lieu of requiring a first professional degree from a National Architectural Accrediting Board-accredited program.

Establishes that "good moral character" for architect licensure means character sufficient to enable discharge of fiduciary duties to clients and the public while protecting health, safety, and welfare.

Permits the Department to consider evidence of inability to discharge fiduciary duties, including commission of offenses justifying discipline, or conduct that would constitute grounds for discipline under the Act.

Act takes effect upon becoming law.
