Amends the Illinois Public Aid Code to establish a 9-month testing period before hospitals must receive actual payments under the All Patient Refined Diagnosis Related Groups (APR-DRG) system for inpatient services.

Establishes a 9-month testing period before hospitals must receive actual payments under the Enhanced Ambulatory Procedure Grouping (EAPG) system for outpatient services beginning January 1, 2014.

Requires the Department of Public Aid to collaborate with hospital representatives during testing periods to provide technical assistance and process test claims, reviewing estimated impacts on hospitals at least monthly.

Directs the Department to consider specific issues when implementing new payment systems including relative weights, outlier payments, policy adjusters for high Medicaid hospitals, specialty service reimbursement, and transition funding pools.

Becomes effective immediately upon becoming law.
