Changes the frequency of death record transmission from local registrars to county clerks from monthly to weekly in the Vital Records Act.

Requires county clerks to cancel voter registrations for deceased persons on a weekly basis instead of monthly basis.

Mandates county clerks compare their registered voter lists with the Social Security Administration's master death file at least once monthly and immediately cancel registrations of voters identified as deceased.

Requires the State Registrar to implement an electronic reporting system that transfers death information to county clerks at least weekly for voter registration updates.
