Adds National Motor Vehicle Title Information Service (NMVTIS) to the CDLIS/AAMVAnet Trust Fund, allowing use of trust fund monies for NMVTIS participation expenses.

Authorizes Secretary of State to impose delinquent vehicle dealer transfer fees ranging from $20 to $100 based on how late the certificate of title is submitted (30-120+ days after sale), effective January 1, 2014.

Directs all delinquent dealer transfer fees to be deposited into the CDLIS/AAMVAnet/NMVTIS Trust Fund.

Updates vehicle registration and commercial driver's license fee allocations to reference the expanded NMVTIS Trust Fund across multiple sections of the Illinois Vehicle Code.
