Amends Section 9 of the Animal Control Act to make a technical change regarding the impounding of dogs found running at large.

Dogs found running at large in violation of the Act may be apprehended and impounded by animal control facilities or licensed animal shelters.

Dog owners must pay a $25 public safety fine, with $20 deposited into the Pet Population Control Fund and $5 retained by the county or municipality.

Dogs found running at large a second or subsequent time must be spayed or neutered within 30 days after being reclaimed, or face impoundment.

Dogs actively engaged in legal hunting activities or in dog parks/dog-friendly areas while supervised are exempt from the "running at large" definition.
