Requires gasoline and service stations to provide refueling assistance to individuals with disabilities upon request, except when operating with a single remote-control employee.

Mandates stations provide at least one fueling site with a calling device meeting specific accessibility standards: operable by one hand without tight grasping, mounted 34-48 inches high, provides recognizable signal inside establishment, and complies with Americans with Disabilities Act Accessibility Guidelines.

Requires stations to post clearly visible signage informing customers with disabilities about refueling assistance availability through the calling device.

Directs Secretary of State to publish information about refueling assistance on its website and in brochures at all state offices; directs Department of Human Services to post station addresses and telephone numbers online.

Removes provisions that imposed $250 administrative fines enforced by the Department of Agriculture for violations; misdemeanor penalties remain for fraudulent requests.
