Each chief procurement officer shall develop a vendor qualification process for all contracts within their jurisdiction, in consultation with agencies and the Procurement Policy Board.

Vendors who qualify (either through bidding or pre-qualification) shall remain qualified to bid on any contract within that chief procurement officer's jurisdiction for 12 months from the qualification date.

Qualified vendors must submit an affidavit committing to immediately disclose any material changes to certifications, disclosures, registrations, and other required documents for 12 months following qualification.

Vendors must either submit all required disclosure materials with each subsequent bid for 12 months or requalify under the new process.

The Act takes effect immediately upon becoming law.
