SB1866 Summary

• Amends the Illinois Lottery Law to allow the Department of Veterans' Affairs to use net revenues from the Illinois veterans scratch-off game to make grants to the Center for Wounded Veterans in Higher Education at the University of Illinois.

• Net revenues from the veterans scratch-off game are deposited into the Illinois Veterans Assistance Fund for appropriation to support programs addressing post-traumatic stress disorder, homelessness, health insurance costs, disability benefits, long-term care, and veteran employment and training.

• Establishes a 3-member funding authorization committee appointed by the Director of Veterans' Affairs to authorize expenditures from the special fund by two-thirds vote on a quarterly basis.

• Requires that moneys from the scratch-off game supplement, rather than replace, existing Department of Veterans Affairs funding for designated purposes.

• Takes effect immediately upon becoming law.
