IL SB1869

Amends the Illinois Municipal Code to authorize cities and villages to construct and maintain green infrastructure facilities including green roofs, rain gardens, bioswales, tree boxes, porous pavement, constructed wetlands, and cisterns for drainage purposes.

Expands drainage management authority to include runoff management through infiltration, evapotranspiration, or collection methods in addition to traditional drains and storm sewers.

Permits municipalities to fund drainage and green infrastructure projects through special assessments on benefited properties, general taxation, or a combination of both.

Maintains existing prohibition that no property shall be assessed more than once in any one year by a municipality for maintenance.
