• Adds grounds for driver's license cancellation when a person submits acceptable out-of-state residency documentation to be released from Illinois financial responsibility requirements.

• Modifies provisions regarding security deposits in motor vehicle accident cases by allowing balances of $5 or less to be transferred to the General Revenue Fund, with the Secretary compiling annual lists certified to the State Comptroller.

• Clarifies that only the motor vehicle involved in a crash has its registration suspended (rather than all vehicles) when a judgment debtor fails to satisfy a judgment.

• Updates nonresident violator compact provisions to reference membership in the Nonresident Violator Compact of 1977.
