Eliminates enhanced felony penalties for prostitution committed within 1,000 feet of school property, making all violations Class A misdemeanors.

Removes mandatory felony classification for second and subsequent prostitution convictions and related offenses (solicitation, promoting prostitution, pandering, pimping, exploitation of a child).

Repeals the first offender felony prostitution probation program that previously allowed 24-month probation with drug testing, community service, and other conditions.

Grants immunity from prostitution prosecution to persons under age 18, placing them under temporary protective custody under the Juvenile Court Act and requiring law enforcement to report suspected child abuse or neglect.

Allows defendants charged with prostitution to participate in mental health court programs, including specialized services addressing trauma from prostitution and human trafficking, if available and if other eligibility requirements are met.
