• Permits non-contiguous elementary, high school, and unit districts to combine into single districts if administrative offices are within 30 miles and neighboring districts formally decline participation.

• Allows delayed effectiveness of district reorganizations requiring new school buildings if petition intent is documented and reorganization takes effect within 5 years of filing, with voter ability to void petition through subsequent referendum.
