• Adds new patient right allowing individuals to purchase health care services with their own funds, prohibiting contractual provisions between insurers and providers from invalidating this right.

• Requires audiological services providers to furnish enrollees with detailed, itemized statements showing costs of audiological devices, plan payment amounts, and enrollee out-of-pocket costs for available device options upon request.

• Prohibits health care plans and subcontractors from mandating or preventing enrollees from purchasing audiological equipment valued above the plan benefit through contract, written policy, procedure, or other means.

• Modifies the Managed Care Reform and Patient Rights Act by amending Sections 5, 15, and 30 of the Illinois Insurance Code (215 ILCS 134).
