IL SB1881

Amends the Illinois Procurement Code by adding Section 45-85 to create a preference for Illinois residents in electronic data processing contracts awarded to the lowest responsible bidder.

Qualified bidders who will employ exclusively Illinois residents receive preference over other bidders unable or unwilling to do so, provided their bid price does not exceed the lowest responsible bidder's price by more than 10%.

Defines "contract for electronic data processing" to include leasing, renting, or purchasing of equipment, devices, supplies, services, materials, space, and personal services needed for electronic data processing, including multi-year lease and lease-purchase arrangements.

Becomes effective July 1, 2014.
