Department of Human Services must submit a written report to the Governor and General Assembly on January 1 of each even-numbered year detailing disparate impact of TANF program provisions on different racial and ethnic groups.

Report must compare the number of persons in each racial/ethnic category (American Indian, Asian, Black/African American, Hispanic/Latino, Native Hawaiian/Pacific Islander, and White) across 11 specific TANF program metrics.

Required metrics include: current TANF recipients, those exceeding 60-month lifetime limits, those who left due to earned income, those sanctioned for non-compliance, and those participating in post-secondary education.

New metric added: comparison of those who lost or had TANF benefits reduced due to non-compliance with education requirements.

Act takes effect upon becoming law.
